The Qlik Sense Monitoring Apps (License Monitor and Operations Monitor) fail to reload through the Data Load Editor on the Hub. Schedules and manual reload in the QMC (Management Console) run without failure.

Resolution:
This is working as intended.
By default, even the Root Admin role in Qlik Sense only has its rules apply in the Qlik Sense Management Console (QMC). A new rule would need to be created to apply to the Hub as well.
A custom security rule needs to be created in the QMC to allow Create/Read/Update.
