The Qlik NPrinting Designer setup can be downloaded from the official download area of the Qlik website as all other Qlik products. You need to apply the correct filters based on the version you need to download.

If you mean the link to open the Qlik NPrinting Designer, it is not a stand alone application. It must be start from the Qlik NPrinting Web Console, so from the web browser and not as a normal Windows application.
