Can we design a chart with two scales as attached.

Yes.

Set one expression to have axis position left:

And the other to have position right:

Thanks can we add names to the scale on both ends like LOTS RECEIVED and CYCLE TIME..

You can do so following the steps below.  You are able to move the text around by holding CTRL+Shift:

That isn't possible.  You will need to create a separate straight or pivot table for that.
