I created a report with two types of permissions - one for the regular section access permissions and one for some sheets\tabs access.
The permissions for the sheets were implemented in the conditional field of the sheet properties. However - most tabs are accessible for everyone, means - there r shown allways without any conditial definiton.

and this is the problem -
when a person who has section access but doesn't have any line in the sheet access is trying to open the model through access point he gets the usual message of access denied.
From my point of view it is not suppose to happen.

The problem was that I had a section access connected to a table named sheet_access.
However because the 'Strict Exclusion' (below data reduction) was marked then if I had a user on section access but not in sheet_access table then this user was blocked of logging in to the model.
I sloved it by concatening users to the sheet_access table which exists only in section access.

What should see a user who has section access and doesn't have sheet access? What is business reason of existing such user?
I mean that you should NOT create additional difficulties and heroically overcome them without any necessity.
By default QlikView show the first sheet (Doc Properties -> Sheet list) even if it is conditionally hidden for the user.
In your case there are could be other hidden obstacles.
