Allow a qlik sense developers network (based in areas, countries, ...) to access a common prepared binary file while maintaining restricted access to the data (access section of the binary file) in order to keep their access on their own scope, without risk of security hole.

Currently, the developers (application builders) can overwrite section access after loading the binary file and therefore accessing non authorized data, making this usage not possible.
