Using bullet chart , 

not all the time you plot a measure against a target , 

sometime you can plot a measure vs another period , sometimes another measure cost vs budget,

so in order to make the chart more user friendly, 

allowing the user to set the label for the target on each measure will help to give better data for the end users

The new bullet chart of June 2020 have a dynamic expression for the target.
