Publish to Stream

I want to share a dashboard that can only be viewed by someone else and cannot be edited.

 I go to the top right corner of the screen click the button "Publish" and I don't get the "Publish to Stream" dialog, where I can select the permissions I can grant to allow or restrict users from editing boards, can you help me?
