States in United states and worldwide in MAP

Hello,
Im using the map visualization, I need to add state address to have the correct location in United States.
This field done have values out side of United states, this expression dosent work, any idea why?

if([Site Country]='United States',([Site City] & ',' &  [Site State] ),

([Site City]&','&[Site Country])

    )
