Measures that are once created for an alert cannot be edited.

These need to be created every time which ends up becoming an inefficient way to manage alert creations

Crazy this was not considered before this went live.  Its horrible having to take a copy of  a complex measure in notepad just to then go and add new.   Poor user experience.

Please fix this.
