Month field comparison issue

Count({< Month_Patrolling_On={'Sep'},
Year_Patrolling_On={$(vCurrYear)}, PatrollingTypeName={"XYZ"}
>
}DISTINCT Tower_Id)

The above script isn't working.
ISSUE: highlighted in RED . This part is not evaluating as expected. If I remove the RED part, It works fine, but i need the data for current month only.

REFERENCE: (SS from my table. All 3 fields are tagged $integer $numeric)

It's not quite clear what you want to do but if it's the aim to count anything within a certain month you couldn't show it against another month. Means data belonging to Sep aren't showable to Jun or Jul. It's not a matter of selections else of the right associations between them.
