How does lock and unlock work on the server with different users? When one person comes in a locks it does it lock for the users after that? Is there a way to lock it and then not allow users to unlock?
Lock state is maintained separately for each user. What you lock in a server session does not affect my session.
I don't know of a way to prevent a user from unlocking. You can however, assign Actions to the field that reapply the selections and lock. That will effectively make the field "unlockable".
