Is it possible to share an app with other user without publishing app in any of the stream?

The answer is no !
You can, if you're using Qlik Sense Cloud; you can share apps..
Or you can send it by e-mail and they'll have to see it by Qlik Sense Desktop.
With that being said, the answer is NO.
The application is proper to the one who created it untill he publishes it in a stream to SHARE with others

1> Person will create an application.
2> Manager will review the same.
3> If everything looks ok it will go to main stream.
That is why that above question came. Is there any solution regarding the same or how we can achieve this?
Create a stream for review which your manager can access then when happy publish to the final production stream.
Create a stream just for your manager, he will be the only one to have the access to this stream;
put the app there, if he confirms it; then It will be published to the main stream (the shared one)

As I checked an application once publish not be able to publish any other stream.

Once verified, unpublish it, then republish it to the shared stream
Not directly stream to stream but you can bring it back into your work an publish to your new stream from there.
Use Header Authentication (creating Virtual Proxy in QMC) which will allow your Manager to login as a Developer using his (developers username only) credentials and see his work.
This can be done w/o publishing the app to any of the streams.
