Dynamic sort order generation

Hi All,

     I have data in my source system as mentioned below:

s_name	Sort Order
P+	1
P-	2
A+	3
A-	4
B+	5
B-	6
Client	9999
Consultant	9999
Home Office	9999
Inactive Dealer	9999
Prospect	9999
Terminated Client	9999
_(Null)	9999

As we want replace 9999 with following sequence if any one adds new s_name and gives 9999 it should be marked with correct sort order.

Here is the output we are looking for :

s_name	Sort Order
P+	1
P-	2
A+	3
A-	4
B+	5
B-	6
Client	7
Consultant	8
Home Office	9
Inactive Dealer	10
Prospect	11
Terminated Client	12
_	13
