If you attach sample file then it would be easier to trace the issue, the expression looks ok. Check do you have data for this condition [service(s) awarded]={'PjM'}.
Also note that Qlikview is case sensitive PjM and PJM is different.
Just to be sure, delete every thing and write your syntax again. sometimes It does not take the expn if there are white spaces. Also, were you trying to distinctly count [New Prospect, Renewal or Expansion], this field? In that case it would be Count({<[service(s) awarded]={'PjM'}>} Distinct [New Prospect, Renewal or Expansion]) Also, as Jagan suggested it might be because PJM might be the correct field value.
