I think your sub table showing right data (if you are counting distinct Primary_Report_TO)

and there is NO MS5 (Grade) in  your sample screenshot.

You have the dimension of Grade which is showing FTE and PT2 as values so the granularity will be at the Grade level when it comes to the rows shown. Your screenshots seems consistent.
