QVS and QVWorkbench versions

I found an information that QVS and QVWB need the same version to work properly.

Is the same number version (not edition/release) regarded as the same? Here I have QVS with 11.20SR3 version and QVWB 11.0.11414.0 and have some problems with connecting to documents which visible in QVMC are not visible as QVWB objects or in AccessPoint.
