Can we automate User Privileges -> Print and Export to Excel Option where we can automatically add users based on login Id

Every time we need to click of add button and then add a userid for him to allow export functionality.
Can we automate this section or can we insert them in some other way.

It also tells about group. Which are these groups ? Can this group be AD group or organizational level group.
Or

Can we create group and add users to this group automatically.
