In QMC, enable Server objects on your QlikView server. This must be done in two places: globally in the server settings, and per published document.
For good measure, you can add an empty sheet to the back of your document (call it "Ad-hoc" if you want) with essential listboxes. That should get them started.
Note that an end-user cannot change what's already there in your QVW file. However they can make copies of their own of your objects if you keep propertiy Copy/Clone in tab Properties->Layout enabled.
