Security choices won't stay

I'm designing a new dashboard, and I'm trying to set the security option through the document properties. For some reason, after I set them, it won't keep my selections. Even if I go right back to the options screen after clicking OK, the options are right back to what they were earlier.

Any ideas on why my choices won't stick?
