How would a developer assign a access ( Windows NT or anything) on a file for specific users. When I am trying to access, at least the file must ask me for a username or password or how is the file identifying that I am not allowed to use that? Is he checking my IP address/License of Qlik or what?
Can you please explain the access providing method to me?

Section can be implemented using either UserID & Password or with NTName.
In your case they have implemented it using NTName I hope. Section access part may be configured inline or from any source. the developer who has admin access need to add your NTNAME and access in that part. after providing access they need to reload the file then you can get the access.

I am the only developer and this is the first time the file is shared with me. The project is being tranistioned to me and I will taking care of it completely. I am not sure what is the correct way to proceed with this as in I am sure if I go back to developer and if there is a case with NT access, they will ask for mine and I have no clue where to find it.

NTNAME is nothing but your OSUSER Name. The UserID/Name which is used to login to the machine.
If you want to use other user/developer credential you need his/her Username and Password.

Don't worry you just need to provide them with the operating system username as suggested by Krishnapriya previously. This is made up of the domain name and your username (which will be something like your last name and initial maybe) . I'm sure if you contact your IT department they will be able to confirm what your NTNAME is. Then you just provide the NTNAME to the previous developer and they can add your details into the section access table. So, what i got the updated from my client. Developer is not available, They want to resolve with out developer action.
Is there any other option, Whatever so that i can try here..

I don;t know is he/she are using the SA. But, I want to open the file.
