floor / ceil with full accumulation

I have a need to use floor or ceil function with full accumulation in one of my straight table chart. For some reason it doesn't work. Please find QVW attached. 'Cumm%_Floor' is the problem.

I am expecting 'Cumm%_Floor' function to return ranges of 1 to 10 for the data set. Top 10% will get 1 and Between 10.01% to 20% will get 2 ...etc..
