The QMC is just the management console for the QlikView Server and QlikView Publisher.
With QlikView Publisher you get the ability to reload and distribute apps, as well as the possibility to reduce the data in a file to fit exactly the authorization level of a user. A basic reload capability exists in the server installation, but it is much more elaborate if you have a Publisher license.
