scatter map regarding

I have a scatter map , there is a background image of india map. I have set the coordinates according to cities of india.

when user mouse over on the cities he gets the information regarding that city.

but I want that when the user mover over on concerned city , I want that he

Actually I want that when I mouse over on a city in scatter map , I want to open a map containing detailed view of that city.

maybe you can define a view option just like in google maps..
