The values on data point in a stacked bar chart seem to be depending on the chart layout, i.e. resizing the chart will change the displayed value.

Confirmed in QV 11.00.11282.0 SR1 - 32 bit and 64 bit version.
Not confirmed in QV 11.00.11154.0 IR - 32bit.
I tested on QV10 SR4 - 9282 - 64bit. Problem does not occur on that level. Value is correct no matter the size of the chart.

But I think I've found the sample application.

"I can reproduce the problem. I am also using 11.00.11282.0 SR1 - x64. Stfan, are you 32 or 64bit?
Note that the same chart fast changed to a pivot table gives the correct result, so the data model is correct. Also note that if you change the sort order for the second dim (Kassenbezeichnung) from A>Z to Z>A, the correct result will appear for Baden-Württemberg. The Bayern value will also change, but still not correct.
If you do the math, you can see it's the last couple of Insurance values that are missing.
The problem appears to caused by QV deciding what bars can be displayed on the chart given the display size. If you narrow or widen the chart, the value will change.
The workaround is to add another expression
=Sum(TOTAL<KV>Fälle)
uncheck Bar and check Values on Data Points.
