UI Not consistency

I'm not sure this is a bug or not, Both pics is created from same qvw file when user access from difference browser will show difference design.

Original qvw file is Top-Bottom design.

This pic show as Safari

When access from IE10 will show as Left-Right design

(qv.exe will show same with IE version)
