Is it not possible to subscribe to QCC personally?

If I have to learn for my own purpose and not part of any organization, is it possible to make the payment by credit card and subscribe?

Yes, you can purchase the QCC as a single user.  To review the available subscriptions visit, https://www.qlik.com/us/services/training/continuous-classroom .   Scroll down to the bottom and you will see the "Buy It" section where you can purchase your desired QCC subscriptions.
