It is quite straight forward - You buy a NPrinting site license. This license has limitation in such as:
You don't need to allocate license to a user instead you need to allocate role (admin/developer/user (or custom role). This determines how many people effectively consume your developer/admin access.
New Stand requires user access at least as user needs to be authenticated in NPrinting to access it.
So in short - you are only limited to number of recipients, but you are not required to allocate licenses to users.

Each users must have at least a role in Qlik NPrinting. Without a role a user has no rights on using Qlik NPrinting. A user can have many different roles.
The SMB has a limit of 250 users, the complete serve has no limitations.

In the recent release, you're only limited by recipients if you have the SMB version of NPrinting; if you have the full server then the licensing is only on the number of engines. So using the NewsStand etc. doesn't really matter license wise.
We found the easiest way to set up bulk recipients was to make distribution list in exchange and then provide this with an NPrinting account. It doesn't need to log into the client or have access to anything, only receive emails (which then goes out to everyone in the dist list). You just need to ensure that it will receive emails.
The above wouldn't work if you wanted people to use the NewsStand though but we decided against using it our users would just use QlikView if they wanted to see the data.
to add to Ruggero's comment - user without role will not be able to receive NPrinting generated reports (also via email).
