Register for Data Literacy Certification

How do you register for the Data Literacy Certification Exam? My understanding is that the exam is free, but when I go to the registration page at https://learning.qlik.com/enrol/index.php?id=1256 there is no option to register or take the exam.  It says to login to my account, and I login a message appears that says the course requires a subscription.  All of the links on the page reload the page, so I'm not sure where to go.
